Power dispatching data network is mainly composed by tier 1 - the national electric power dispatching data network, tier 2 -regional network, tier 3 - provincial level network, tier 4 - city level network, and tier 5- county level network, covering all levels of dispatching centers, power plants under direct dispatching, and substations. So far, the network construction of tier 1 to tier 4 has been basically completed; some provinces and cities have started t construct network tier 5.
Electric power dispatching data network is a network for transmitting real-time power production.
The main information transmitted includes power system automation information, dispatching command, relay protection and automatic security device control information, important foundation for safe power production and automatic dispatching. It plays an important role in coordinating the joint operation among various parts of the power system including power generation, power transmission, power transformation, power distribution, and power consumption, and in ensuring the safe, economical, stable, and reliable grid operation.
According to relevant technical requirements made by National Electric Power Dispatching and Communication Center, the second plane of national power dispatching data network is composed by 2 levels of autonomous systems: the backbone autonomous domain (backbone network) constituted by nodes of national dispatching, grid dispatching, provincial dispatching, and local dispatching, and the corresponding access autonomous domain(access network) constituted by directly dispatched plants or stations at various dispatching levels.
The first plane and second plane of backbone network are relatively independent. Each access network should be connected to the two planes of backbone network through 2 points, forming a network mode of independent dual network and dual access. Plant or station will be double configured, accessing to different access network, realize network backup through double coverage of dispatching stations to reach high reliability.
